MARVIN ROAD & NEW TOWN ROUNDABOUT

It appears as if the design for the Marvin Road roundabout is coming soon. The list of parties who were present at the table for this meeting included: NCDOT Representatives (who did a great job!), Village Engineers, Councilman Epps & Shkut, Meadowlark Subdivision Residents and Adjacent Landowners. All participants appeared to have agreed on the following for now:

~ The roundabout needs to be move as far to the east as possible
~ The construction design should be provided as soon as possible
~ Shkut & Epps will work with ordinance amendments to facilitate roundabout design
CHARTER AMENDMENT ALLOWING MAYOR TO VOTE ON ALL MATTERS VS. BREAKING TIES

Approximately thirty or more residents attended the meeting and seven more residents spoke in opposition to the amendment at the October 10, 2018 Council meeting. The discussion that ensued failed to provide solid justifications for the amendment, given that the pursuit seems centered on protecting the majority, and not centered around what was best for Village residents.

The Marvin Council majority did not have the super-majority required to pass the City Charter Amendment on the first reading. Therefore, a second session must be held. However, only a simple majority will be required to pass the Charter Amendment at the next meeting. The Charter Amendment must pass, before October 30. If not, the initiative will lapse and, per NC law, the Council would need to begin the entire process over again, from the beginning.
Referendum Petition:
Meanwhile, a group of approximately seventeen citizens have initiated a referendum petition, and delivered 'pink petition packets' to almost every household in Marvin.
LAND USE PLAN SURVEY

~ The Planning Board is requesting a new Land Use Plan Survey
~ Previous surveys resulted in very high response rates of 40%
~ Additionally, all neighborhoods were proportionally represented
~ Those from real estate industries may lobby for different priorities in this survey
~ Therefore, this survey effort should be monitored closely.

VILLAGE LAND USE PLAN

~ The Planning Board met with landowners
~ The audio records reflect a well-run and productive meeting
~ Some felt members were coaxing others to support a 'Master Plan'
~ This is the Master Plan discussed before and during the 2016 election
~ The 'unseen' plan for which Pollino, Lavelle and Sawicki have lobbied
~ Records show a draft contract provided for §163,000.00 dollars
~ The Planning Board is requesting a new Land Use Plan Survey
~ Previous surveys resulted in very high response rates of 40%
~ Additionally, all neighborhoods were proportionally represented
~ Those from real estate industries may lobby for different priorities in this survey
~ Therefore, this survey effort should be monitored closely.
